I study state and local government budgeting and financial management. My research focuses on the effects of state fiscal institutions, especially balanced budget requirements, and the implications of how states accumulate and use fund balances in state rainy day funds, unemployment trusts, and pension funds. My research appears in Journal of Policy Analysis and Management (JPAM), Journal of Public Administration Research and Theory (JPART), Public Administration Review (PAR), Public Budgeting & Finance, and Public Choice, among others. In addition, I have been co-editor of JPART, I have served on several editorial boards, and I am co-author of two textbooks: Financial Management for Public, Health, and Not-for-Profit Organizations (Sage/CQ Press), and Government and Not-for-Profit Accounting: Concepts and Practices (Wiley).

I also am the Director of the Master of Public Administration (MPA) program at UD, and a Senior Faculty Fellow in UD’s Institute for Public Administration. During the 2019-20 academic year, I served as Acting Associate Dean for the Social Sciences in the College of Arts & Sciences, overseeing a portfolio of 127 FTE faculty, seven departments, and $26 million in operating expenditures. Extramurally, I have served on the Governmental Accounting Standards Advisory Council (GASAC), and I am a past Chair of the Association for Budgeting and Financial Management (ABFM).

Previously, I was Associate Professor and Director of the Finance Specialization at NYU’s Robert F. Wagner Graduate School of Public Service. At NYU, I also co-chaired the Finance and Policy Planning Committee of the Tenured/Tenure-Track Faculty Senators Council, and I served on NYU Wagner’s faculty-elected Dean’s Advisory Committee.

I earned my Ph.D. in Public Administration in the School of Public and International Affairs at The University of Georgia.
